How to change your party affiliation in Ocean County, New Jersey
If you are a registered voter in Ocean County, New Jersey and wish to change your political party affiliation, including becoming unaffiliated, you need to file a Political Party Affiliation Declaration Form. 
 
Steps to change your party affiliation

  2. Complete the form: Fill out the required information, including your current and desired party affiliation (or "Unaffiliated").
  3. Submit the form: Mail or deliver the completed form to the Commissioner of Registration in Ocean County or your municipal clerk. Note: Faxed or emailed applications cannot be accepted as an original signature is required. 
 
Deadlines to remember
To change your party affiliation for the Primary Election, you must file the form at least 55 days before the election. However, if you are currently unaffiliated, you can declare your party affiliation up to and including Primary Election day. 
 
Important considerations
You can choose not to complete the party affiliation section on the voter registration form without affecting your registration. Smaller parties may have their own rules regarding convention participation, but generally do not allow voting in Democratic or Republican primaries. If you were previously affiliated and wish to become unaffiliated for the primary, you must file the form no later than 55 days before the election. 

How to receive a Vote-by-Mail ballot in Ocean County, New Jersey
As an active registered voter in Ocean County, you can receive a Vote-by-Mail ballot for any election without needing an excuse. 
Here's how to apply:
 
1. Obtain an application
You can obtain an application online from the New Jersey Division of Elections website, by calling the Ocean County Clerk's Office at (732) 929-2153 to request one be mailed, or by picking one up in person at their office at 118 Washington Street, Toms River, NJ 08753. 
 
2. Complete and return the application
Complete the application accurately. Mail applications must be received by the Ocean County Clerk at least 7 days before the election. You can apply in person at the County Clerk's Office until 3:00 PM the day before the election. Applications can be mailed to Ocean County Courthouse, Room 107, P.O. Box 2191, Toms River, NJ 08754-9913 or delivered in person to 118 Washington Street, Toms River, NJ 08753. Faxed or emailed applications are generally not accepted as an original signature is required, except for military and overseas voters. 
 
3. Receive and return your ballot
After your application is processed, you will receive your ballot by mail. Mark your choices using blue or black ink and follow the instructions. You can return your ballot by mail (postmarked on or before Election Day and received by the County Board of Elections within six days), by placing it in a secure ballot drop box by 8:00 p.m. on Election Day (locations are on VOTE.NJ.GOV), or by delivering it in person to the Ocean County Board of Elections office by 8:00 p.m. on Election Day. You cannot return your ballot at an early voting location or polling place.

Early voting for the 2025 General Election in Ocean County, NJ
Registered voters in Ocean County, New Jersey, have the option to vote early in person for the 2025 General Election. 
Early voting dates and times:
  • Period: Saturday, October 25, 2025 – Sunday, November 2, 2025.
  • Hours (Monday-Saturday): 10:00 a.m. – 8:00 p.m.
  • Hours (Sunday): 10:00 a.m. – 6:00 p.m.
  • No appointment is necessary. 
Early voting locations:
Ocean County will designate at least 10 early voting locations where registered voters can cast their ballots on voting machines during the early voting period. You can find a list of these locations on the Ocean County Government website
Important notes:
  • You can vote at any of the designated early voting locations in Ocean County, regardless of your specific municipality or district.
  • Accommodations will be made for voters with disabilities. 
In addition to early voting, registered voters also have the options of voting by mail or in person on Election Day, November 4, 2025. You can find more information about these options on the NJ.gov website. 

The deadline for in-person applications for a Vote By Mail ballot in Ocean County, New Jersey is 3:00 PM the day before the election. 
For example, for the upcoming General Election on November 4, 2025, the deadline to apply in person for a Vote By Mail ballot is November 3, 2025, by 3 PM. 
Remember that the application must be received by the County Clerk's Office by the deadline. Faxed or emailed applications are generally not accepted, as an original signature is required (unless you are a military or overseas voter).
